Forensic science capabilities can be designed to address a broad spectrum
of needs including crime investigation, fraud prevention, citizen documentation,

Recent major projects include:
· Emergency implementation of a prisoners of war families DNA data
base including the installation of computer systems and allied training.
· Development of a fingerprint identity card system, funded by the
World Bank and used to track the payment of civil government employees.
· Establishment of DNA testing laboratories in Croatia used to identify
remains recovered from mass graves.
Typical Project Goal and Services
To provide planning, consulting, training, equipment, documentation and other
services that will cost effectively modernize and establish evidence gathering,
analysis and application capabilities. Assistance can be provided for DNA,
fingerprints, trace evidence, firearms, questioned documents and other physical
evidence that could be used to resolve civil or criminal matters. Programs
can include allied management and staff development and communications and
computer systems as required.
Overall management, consulting and training services we provide include:
· Phased, long term implementation feasibility studies tailored to
the specific needs, budget and existing law enforcement, communications and
other institutions and infrastructure in the host country.
· Identify and coordinate the use of low-cost or no-cost services,
assistance, and training available from organizations such as the United States
Justice Department, various State governments, private contractors and international
resources.
· Manage required forensic experts to provide on-site technical assistance
on both a short-term and a long-term basis.
· Coordinate and establish training programs for forensic scientists,
police officers, and other personnel as appropriate.
· Provide forensic equipment and supplies.
· Establish internships abroad for advanced training in selected forensics
and law enforcement disciplines.
· Provide forensic management and quality assurance training and assistance
leading to compliance with international standards such as ASCLD LAB and ISO.
· Develop project evaluation criteria incorporating the use of measurable
goals, objectives, and strategies to ensure effectiveness of project focus,
training, and task completion. This enables the host agency to conduct their
own assessments and evaluations that focus on constant improvement, program
maintenance, and sustainability.
Program Integration
The application of forensic science principles to crime scene and victim investigation
can greatly enhance the performance of investigators and prosecutors. It is
also the necessary foundation for the specialized work that takes place in
the laboratory. Development of an integrated and phased plan for the improvement
and adoption of the various forensic science specialties will identify the
critical path to maximum success. The goal is to rapidly and cost-effectively
