FEDERAL REGULATIONS ON
VOLUNTARY ACKNOWLEDGMENT OF PATERNITY
The Personal Responsibility and Work Opportunity Reconciliation
Act of 1996 (PRWORA) requires all public and private birthing
hospitals to provide specific explanatory materials to parents
before they sign paternity acknowledgment forms as part of the
voluntary paternity establishment program. (for more details on
these regulations, visit www.clasp.org/DMS/Documents/999732301.537/view_html.
PATERNITY TESTING, OFTEN
VITAL TO ENSURING LONG-TERM POSITIVE OUTCOMES
Voluntary acknowledgment of paternity is difficult or impossible
to rescind. If doubts about paternity surface later it can lead
to intractable psychological consequences affecting child and
parents. Completion of a DNA test prior to, or immediately following
birth proves or disproves paternity in all cases, dispelling any
doubt.
